This is a very common 2 part water pump shaft seal kit - (PS200). It is primarily used in Aquaflo Pumps part number 92500150 but also a huge variety of differing pumps.
Diameter of both parts: 31mm.Complete length: 31mm.
Typically you do not need silicone to guarantee a water tight seal as the rubber washer makes a water tight fit against the plastic housing.
